[RTPproxy Devel] Simple patch init-script in rpm directory

Hello All!
Init-script in rpm-directory is outdated, and there are two issues:

* The service "rtpproxy" is started by default
* rtpproxy is trying to start from user root

Both issues are easy to fix - see applied patch.
